My policy recommendation is for the New York Police Department to train all of its uniformed personnel in Neighborhood Policing. If all the members are trained and the interaction with the community will be more genuine and a new philosophy of policing will be adapted for generation to come. Currently, some precincts are having difficulty with related to transfer, promotions of trained NCO personnel, but with a department wide training the position will never be vacated. The Department has to continue to work in partnership with the community and allow them become keys stakeholders in the program.4. We propose affording coordinating officers more investigative authority in order to better prepare them for an investigative track. Currently NCOs are limited to simply assisting detectives in conducting video canvasses, locating possible eye witnesses, and distributing wanted flyers. They upload probative information into the Enterprise Case Management System (ECMS) for the lead detective to peruse. I recommend enhancing and expanding the investigative role of NCOs by allowing them to investigate selected misdemeanor offenses. In order to do so NCOs will undergo the very same training members of the detective bureau currently receive. This will allow NCOs to be better equipped at conducting preliminary investigations and solving assigned cases. In addition, in order to invoke interest and lower turnover rate in the NCO position we recommend establishing a 2-year period culminating in detective specialist designation or preference in desire assignment of choice. The majority of NCOs complain that there are barely any benefits to their position despite having additional responsibilities compared to other patrol officers. Promoting NCOs to detective specialist after 2 years will allow us to attract and retain competent and experience officers.
